ที่มาและความสำคัญ: "A primary health care (PHC) approach is recognized as the most effective and suitable to address today’s health and health system challenges. A focus on Primary health care (PHC) has been acknowledged as an appropriate strategy for achieving equity, accessibility, and quality of health service, and the fundamental role of PHC to achieve Universal Health Coverage (UHC) and Sustainable Development Goals(SDGs) particularly health and well-being, is reaffirmed through the 2018 Astana Declaration. In light of the importance of PHC, the Master of Primary Health Care Management (MPHM) has been developed and offered since 1986 through the cooperation between ASEAN Institute for Health Development (AIHD), Mahidol University, Thailand International Cooperation Development Agency (TICA), Ministry of Foreign Affairs, and the Japan International Cooperation Agency (JICA). The program focuses on the development of managerial and leadership skills for health managers and health professionals, including medical doctors, paramedics, and other public health care professionals from all over the world, especially Asia.
The objective of UHC is to ensure that every person has access to health care services of sufficient quality to meet their needs and without having to experience financial hardship. However, in the majority of countries in Southeast Asia, government spending on health is lower than what is judged necessary to improve health services quality and provision. Consequently, health financing in the region relies heavily on out-of-pocket payments, with an average regional health expenditure of 47%, and extreme variations across countries that range from 10% to 74%. This implies a heavy burden on households and their potential risk of falling into poverty. In fact, Asia is one of the two regions in the world which accounts for 97% of the world’s population impoverished by out-of-pocket health spending – Social health protection – through affordable public health insurance or government-funded health services - aims to provide adequate financial guarantees to protect against the risk of ill health and related financial burden and catastrophe. It plays a crucial role in poverty reduction and access to good health for all.
Limited expertise and human resources in the area of social health protection, as well as the lack of knowledge sharing and development opportunities, have been identified as major constraints to strengthen efficiency and sustainability of health protection systems. Building capacity of decision makers and practitioners in social health protection is therefore essential. The MPHM with special track in Social Health Protection (SHP) aims to bridge these gaps and needs. It is grounded in a strong partnership between Mahidol University, the ILO and Connect- an innovative regional initiative that aims to support efforts towards the extension of SHP coverage in Asia and the Pacific through South –South Cooperation initiatives.
The MPHM –special track in SHP, under the umbrella of CONNECT, is a unique program that aims to develop critical analysis of issues of social health protection in order to enable students to acquire the necessary skills to devise appropriate social health protection schemes, and support relevant health policies reforms. The program focuses particularly on strategic purchasing in Health Systems, providing quality health care, Health Systems and Health Security Financing/ social health protection, and health benefit package design. "

วัตถุประสงค์: The key areas of collaboration with Mahidol University are facilitation of the establishment of “Connect for Social Health Protection’ for which the secretariat will be hosted at the AIHD and the development of special track program in Social Health Protection of the AIHD’s Master Program of Primary Health Care Management Program (MPHM), under the umbrella of CONNECT.

จำนวนผู้เข้าร่วมกิจกรรม: There are more than 100 experts and policy makers from around the world were present during the MOU signing ceremony.
ผลลัพธ์ที่นำไปใช้ประโยชน์จากกิจกรรม: With support from the International Labour Organisation (ILO), the ASEAN Health Institute for Health Development at Mahidol University, Thailand, has developed and launched an innovative 1-year Master’s Degree in Primary Health Care Management (MPHM) and Social Health Protection (SHP) to enhance the capacity of SHP practitioners in the region.
